V26-991 : CARLTON HALL HOUSING DEVELOPMENT - AFFORDABLE HOUSING PROVISION

The report of the Director of Housing and Environmental Services informed members that 16 two bedroom houses for rent were to be provided on the first phase of the above development by Suffolk Heritage Housing Association. These were the result of negotiations with the developer, Persimmon Homes, for an affordable housing provision on the site. Nominations would be made from applicants on the Joint Housing Register and further provision of affordable housing would be required in subsequent phases of the development.

The untrue rumour that the Council and Housing Associations were conspiring to give priority to people from outside the district had raised its head again. In an effort to finally dispel these notions, the Director had contacted the Police force and Social Services in the areas rumoured and had found no evidence of the existence of any documentation promoting Waveney for those wishing to move away.

It was suggested to further ease the situation that nominations from the Joint Housing Register for first lettings of affordable housing on the above development be made only to applicants who had resided in Waveney district for at least twelve months prior to the nomination. This policy would obviously not prevent the housing of people not native to Waveney, but would give some comfort to the developer, and refute any allegations of housing being built purposefully for people from outside the district. However, it was considered that the Council's existing Letting Policy did not, and never had, prioritised the re-housing of people from outside the district.

RESOLVED

1. That the existing Lettings Policy be re-affirmed, and the houses for rent on the Carlton Hall development be let in accordance with this Policy.

2. That those within or without the Council who make allegations that the Council conspires with others to build houses and then give priority to applicants from out of the District Council's Area, be requested to substantiate such allegations or alternatively to withdraw them.
