V26-84 : DEVOLUTION OF BUILDING CONTROL FEES

The report of the Director of Planning and Building Control outlined proposed changes to the Building Regulations Fee Charging Regulations. A draft scheme had only been issued to date, but this was expected to come into force by July 1998.

Control over the setting of fees and charges devolved to the Council as part of the changes, and to take the service forward to comply with the provision of the new regulations there was a need to set up a monitoring of the income and expenditure to ensure a balance.

RESOLVED

1. That the Local Government Association Model Scheme and Advisory Charges 1998/99 be initially adopted from the commencement date.

2. That regular monitoring of the service be carried out by officers, with a report to this Committee after the first six months of operations of the new regulations.

3. That a review of the charges be carried out jointly by the Director of Planning and Building Control and the Director of Central Services.

4. That the Director of Planning and Building Control, in consultation with the Director of Central Services, be given delegated authority to set revised fees if considered necessary, such changes to be reported to the next meeting of the Committee.
