Application for permanent use for cafe with additional parking area and siting of caravan for personal use.
The report of the Director of Planning and Building Control reminded members that an application for permanent use for cafe and additional parking area at the above was refused in June 1998. Following the refusal of the previous application and the service of the enforcement notices the applicant had submitted this further application, which aimed to clearly define the uses of the site. The elements of the current application were: permanent approval for cafe area, which was small and would not justify more than four parking spaces; a touring caravan for personal use of the proprietors sited behind a close boarded fence at the rear of the property; specified area for car sales, excluding the grassed area immediately behind the frontage wall; and proposed hardstanding area for parking in association with the workshop.
In the opinion of the Director, the amendments to the scheme offered the possibility of a solution to this long-running problem. The agent had been asked to clarify the precise areas now proposed for car sales, and in view of the history of the site it may be wise to insist that these were physically marked on the ground. The Director recommended approval subject to the parking area adjacent to the eastern entrance to the site being deleted from the proposals, the car sales area being restricted to that enjoying established use only and clearly marked, with the adjoining grassed areas protected by fencing, permanent consent to the cafe subject to provision of four parking spaces marked and retained for that use only, and the touring caravan approved for two years, personal to the site owner and screened at the rear of the site. He also recommended that the enforcement notices remain in force until all of the above had been approved and carried out in full.
RESOLVED
1. That the Director of Planning and Building Control be given delegated authority to grant planning permission to application W9700/10, subject to:
(i) The deletion of additional proposed hardstanding areas at the eastern end of the site;
(ii) The car sales area to be restricted to that enjoying established use only, and to be clearly marked where it adjoined the forecourt. The adjoining grassed areas to be protected by a permanent low rail or fence;
(iii) Permanent consent to be granted to the cafe, subject to the provision of four parking spaces to be marked and retained for that use only;
(iv) The touring caravan to be approved for two years, personal to the site owner, and to be screened at the rear of the site.
2. That the Enforcement Notices remain in force until all of these conditions have been approved and carried out in full.
