Application for conversion to form six bedsits and student training rooms.

The report of the Director of Planning and Building Control advised that four letters of objection had been received to the above proposal concerning insufficient parking space, dangerous access and fear about nuisance/disruptive behaviour. The applicants stated that the aim of the scheme was to provide a self-contained environment for tenants, giving them a sense of community. All residents would undertake life skills and employment training as part of their tenancy contract, and would be local, unemployed or low paid, threatened with homelessness or in need of support and prepared to commit to the learning aspect of the project. The Centre would have a dedicated manager plus a support group of local people

The site was located in the town centre in a mixed use area which tended to be quiet in nature. The proposal would be a controlled environment, and if managed in accordance with the applicant's statement should cause little disturbance within the area. The Director recommended approval for this specific use only.

RESOLVED

That planning permission be granted to application W875/5, subject to this specific use only.
