Application to construct three detached cottages with garages and paved access.

The report of the Director of Planning and Building Control explained that the above was a resubmission of a scheme refused at minute V25-1510. The number of units had been reduced from four to three, thus overcoming previous objections with regard to the site layout and size of private garden area. There could be some overlooking of the rear garden of No. 23 by a first floor bedroom window of Plot 1, although this problem could be lessened if the internal layout was switched around with the bathroom and ensuite sited at the front of the house and the bedroom placed at the rear. Frosted glass could then be used on the first floor windows closest to No. 23. There were no adverse neighbour effects from Plots 2 or 3.

The Director felt the revised scheme overcame the main objections to the previous application and was in keeping with Local Plan policy. He felt, however, that the design of the proposed dwellings could be improved upon to ensure the scheme positively enhanced the Conservation Area and recommended approval with this proviso.

RESOLVED

That planning permission be granted to application W13416/4, subject to design modifications and change of first floor internal layout to Plot 1.
