V26-797 : W1125/54 - PLEASUREWOOD HILLS, LOWESTOFT
Application for creation of kart circuit.
The report of the Director of Planning and Building Control detailed an application for a karting site within the theme park land. Part of the circuit would be for theme park visitors and would not in itself require permission subject to noise levels, hours etc, however the main purpose would be for club use, including competitions. This main element would have its own access off the coast road and open earlier and later than the theme park, and was therefore essentially a separate use in its own right.
The proposal would benefit the local tourism economy, but there was potential for major noise disturbance to nearby residents. If the noise could be shown to be kept within reasonable limits there were no other significant planning issues. Seven objections had been received, however a fuller report of representations would be needed as responses were only just beginning to come in. Noise tests also needed to be studied in more detail before they could be properly interpreted and any firm conclusions drawn. The Director suggested a site visit in order for members to hear the machines and see the scope for noise mitigation measures.
RESOLVED
That a site visit be held at the location of application W1125/54.
