V26-733 : UNAUTHORISED ALTERATIONS TO WINDOWS AND DOORS IN
CONSERVATION AREAS COVERED BY ARTICLE 4(2) DIRECTIONS
The report of the Director of Planning and Building Control reminded members of the Local Authority's statutory duty to protect the special historic character and appearance of Conservation Areas in their district.
Since the recent introduction of Article 4(2) directions, removing permitted development rights from single dwellings, the Director was asking for the support of members in his wish to pursue to rectify a number of unauthorised alterations.
Members were concerned with the perception of conflicting policies as regards UPVC and hardwood windows. Whilst the former were sometimes seen as inappropriate, insistence on the latter could have an effect on Agenda 21 issues such as rain forests. The Director suggested a Working Party of members to view the properties in question with officers and ultimately to formulate a finalised policy.
RESOLVED
That the formation of a Working Party on Conservation Areas controls be delegated to the Chief Executive to be appointed in liaison with the Leader of the Council.
