V26-719 : TOW BARS ON PRIVATE HIRE VEHICLES
The report of the Chief Executive advised that as Hackney Carriages were deemed to be such at any time, it was a condition of the Council that they were not fitted with tow bars. A recent stated case, Leeds City Council v Mahood, had decided that a licensed Private Hire Vehicle was always a Private Hire Vehicle, thus putting Private Hire Vehicles and Hackney Carriages on the same footing. Because of this it was felt that Private Hire Vehicles should not be permitted to be fitted with tow bars.
RESOLVED
That a condition be introduced to stop tow bars being fitted to Private Hire Vehicles.
