Application for replacement uPVC windows.
The Director of Planning and Building Control reported that the above was a retrospective application to retain recently installed uPVC windows. The property was within the Conservation Area and was one of a terrace of three Victorian villas, the other two of which had their original windows. The Director felt that an undesirable precedent would be set if permission was granted and recommended refusal and enforcement.
Members agreed with the Director's views, but did not agree that the windows would have to be of timber construction so long as high quality plastic windows in an original design were used. Members agreed to refuse the application, but to delay enforcement until the Planning and Transportation Committee had discussed the Council's policy on replacement windows and whether or not they had to be constructed of original materials.
RESOLVED
1. That the Planning and Transportation Committee be requested to confirm the Council's policy concerning replacement windows in conservation areas, particularly with regard to materials to be used.
2. That planning permission be refused to application W17086 and that the Chief Executive be authorised to take all necessary action to ensure compliance, but that enforcement action be delayed pending resolution 1 above.
