V26-415 : W9700/9 - BLINDMAN'S GATE SERVICE STATION, BECCLES ROAD, BARNBY
Application for permanent use for cafe and additional parking area.
The Director of Planning and Building Control advised that three businesses currently operated from this site; petrol sales, car sales and car repairs. Minute V25/1263 had authorised enforcement action to ensure car sales were restricted to the original car sales area, but this had not yet been served pending the determination of the above application. The petrol sales element of the business had diminished over the last couple of years, necessitating the diversification into the areas of car sales and repairs. The applicant wished to extend the car sales area onto the grass verge to the left of the site, which had been objected to by the Highway Authority. The applicant also requested permission for a cafe on the site. The recommendation of the Director was for refusal and service of the previously authorised enforcement action.
Members felt that there was adequate car sales space in the enclosed area, and that additional parking was required only because of the expansion of the car sales area. The Committee also felt that the cafe would attract further traffic on the site, and concurred with the views of the Director.
RESOLVED
1. That planning permission be refused to application W9700/9.
2. That the area for car sales be limited to the compound having possible established use rights, and that the enforcement action authorised at minute V25/1263 continue in the event of non-compliance.
