V26-414 : W3299/11 - ELLOUGH AIRFIELD, BENACRE ROAD, ELLOUGH
Application for change of use from disused airfield to permanent pro-kart track. The Director of Planning and Building Control reported that this part of Ellough airfield had been used for go-kart racing for 30 years but no planning permission had ever been sought, as the local Go-Kart Club were content to rely on Permitted Development rights which allowed racing on 14 occasions per year. The current proposal was to upgrade the track and extend the use of the facility. Two stroke racing would be restricted to the current level of 14 occasions per year.
There had been 16 objections to the proposal from neighbours, however if earth mounds were constructed to the west and north the sound would be diminished. Hours of operation would be 10am - 6pm for every day. The Director recommended deferral pending satisfactory diversion of the bridleway, improved enclosure of the site with appropriate noise reduction methods and restriction on hours of operation.
RESOLVED
That consideration of application W3299/11 be deferred pending satisfactory resolution of the bridleway diversion, restriction of the hours of opening and appropriate noise reduction measures.
