V26-410 : W13045/3 - PLOT NO'S 1-43, KINGS ROAD, OFF ST JOHNS HILL, BUNGAY

Application for construction of 43 dwellings with garages and associated works.

The Director of Planning and Building Control reported that the above site formed part of a larger development which was granted planning permission for 152 dwellings in the late 1980s, but the developer had run into financial difficulty after building 50 dwellings. Another developer had since acquired the rest of the site and wished to construct a further 43 units as a first phase. The sewers were in place and therefore dictated the road pattern. Several dwellings would be changed to single storey to overcome objections from neighbours in Kings Road.

The Director was concerned with the view from existing properties facing proposed dwellings on St Johns Hill, and suggested that approval be subject to frontage works on St Johns Hill to reduce that impact. Members concurred with that view and added that the properties fronting St Johns Hill should be single storey, and their permitted development rights removed.

RESOLVED

That the Director of Planning and Building Control be given delegated authority to grant planning permission to application W13045/3, subject to the successful completion of a Section 106 Agreement covering play equipment and maintenance of open space, agreement on boundary treatment on St Johns Hill, properties backing onto and side onto St Johns Hill being single storey and removal of permitted development rights from these properties.
