V26-409 : W13456/6 - LAND OFF HIGH STREET, KESSINGLAND
Application for construction of 38 dwellings and garages - approval of reserved matters. The report of the Director of Planning and Building Control outlined a number of concerns regarding the above application including measures to ensure that the Ark, a Grade 2 listed building, was respected in its environment, that there should be four rented houses and one shared equity house and that there should be no play equipment on the open space fronting the Ark. There should, however, be play equipment placed on a play area nearby in the High Street, Kessingland. The Director recommended approval subject to completion of a Section 106 Agreement on such matters.
Members were very concerned at the amount of flooding which had been occurring recently in Kessingland, and were worried that the new development may suffer the same problems. The Chief Executive advised that Anglian Water considered the proposed drainage to be adequate for the site, and as the site had outline planning permission members were simply required to approve the details, the water or sewerage matters would fall outside of this. Members were insistent, however, that they did not want to give permission without written confirmation from Anglian Water that here would be no difficulties with the drainage of the site.
The Committee also required sight of the revised scheme involving plot 38 to safeguard the setting of "The Ark". Members also agreed to a Section 106 Agreement concerning the provision of affordable housing, four for rent and one shared equity, satisfactory restoration of the flint wall fronting "the Ark" prior to its adoption and a financial contribution for play equipment to be carried out either on land directly to the north or, if this site was not developed within five years, land alongside the Avenue, Kessingland, 300 metres to the north.
RESOLVED
That consideration of application W13456/6 be deferred until confirmation in writing is received from Anglian Water Services giving assurance that the proposed development will not exacerbate existing flooding problems encountered in Kessingland.
