V26-353 : SHIP TO SHIP TRANSFER REGULATIONS
The report of the Director of Community Services provided details of a presentation on 29 May 1998 by the Maritime and Coastguard Agency (MCA) concerning the transfer of oil and fuels between ships at sea.
The regulations had been drafted with the objective of reducing the risk of oil spillage from transfer of oil cargoes, which currently occurred without control within the 12 mile territorial limit. The attendance of an oil recovery vessel would be required for any transfer operations involving oils, and all equipment would be of certificate quality. These precautions would significantly reduce the risk from the existing low frequency operation. RESOLVED
That the advantages of improved control over the transfer of oil products between ships at sea be recognised, and the MCA draft Merchant Shipping (Ship to Ship Transfer) Regulations supported.
