V26-289 : LOCAL GOVERNMENT FINANCE CONSULTATION PAPERS
The report of the Director of Central Services provided a summary of three consultation papers in the Government's Modernising Local Government series dealing with aspects of local government finance.
Each consultation paper invited views on a number of questions on the issues raised in the paper, and as the deadline for responses was 1 June 1998 a draft response to the questions had been prepared. The Director also circulated a further paper which included second thoughts to strength some of the issues.
The Sub-Committee endorsed the Director's draft response particularly calling for the return of the Business Rate to local control, and additionally emphasised the necessity for introducing further property bands for Council Tax, particularly at the lower end for the cheapest properties.
RECOMMENDED
That the agreed responses to the Local Government Finance Consultation Papers be submitted to the Government, with a copy to the Local Government Association.
