The report of the Director of Planning and Building Control advised that a two year planning consent for the siting of a mobile home had been granted at the April 1998 meeting of the Rural Planning Sub-Committee subject to a number of criteria being satisfactorily met. One of these requirements was that the mobile home was to be positioned so that it would not be visible from the main road.
Following an officer site meeting it was provisionally agreed that the mobile home could be sited behind the established stables. An objection had since been received from the owner of Mill Farm House on the grounds of loss of privacy to her property, and concern had also been expressed that the mobile home may become a permanent dwelling.
A possible compromise was to construct the Dutch Barn adjacent the extensive frontage of the site and to site a smaller mobile home on the other side of the barn. This would hopefully provide an effective screen for the mobile home from the main road and help to overcome the privacy objection. Unfortunately the applicant was unable to construct the Dutch Barn for a couple of years but needed a presence on the site immediately, so the only course open to the Director was to withdraw the previous approval, site the mobile home to the north side of the access and enclose it in fencing and planting.
RESOLVED
That the Director of Planning and Building Control be given delegated authority to grant planning permission to an amended application W9347/7, incorporating the siting of a smaller mobile home to the north side of the access, subject to fencing being installed prior to the siting of the mobile home.
