Application for conversion of coach house to dwelling.
The Director of Planning and Building Control reported that the above site had a long planning history whereby he had been trying to prevent increases to the number of units on the site. The building had been converted to five flats in the past, on construction of the house in the garden the main building had been reconverted to three flats, and the most recent application had allowed the sub-division of the main building to two houses and the garage to a dwelling. Since then Beach House had been sold as a single dwelling with a garage, making three dwellings on the site. The current application was to convert the Coach House into a dwelling, increasing the units on site to four.
The Director was satisfied that a dwelling could be formed from the Coach House, however its curtilage would be unsuitable. The unit would have a shallow garden not much wider than the building itself with pressure to remove vegetation. The Highway Authority would not be satisfied unless two car parking spaces were provided, but to do this would mean turning on land not owned by the resident of the Coach House.
The Parish Council felt that this was an inadequate site for the proposal, and a number of objections had also been received. The recommendation of the Director was for refusal. RESOLVED
That planning permission be refused to application W11626/12.
