Outline application for erection of a two storey doctor's surgery and associated car park. As the above was a controversial application in his ward, the Chairman joined the Committee and the Vice-Chairman took the chair for this item.
The report of the Director of Planning and Building Control advised that the Bungay group of doctors had been searching for a suitable site for a new surgery for a number of years, and were involved in discussions at the time of the Local Plan preparation. The Highway Authority would require any access to the site to be via Old Grammar School Lane rather than St Johns Road. Eight objections had been received to the scheme from nearby residents who wanted the area of public open space to remain. Objections had also been received from Bungay High School, Bungay Football Club and the Sports Council, endorsed by the National Playing Fields Association. The recommendation of the Director was for refusal.
Members were of the opinion that the field was not in regular use, and in fact was last used as a designated sports field in the 1960s. The area had been designated as a new primary school site before the Local Plan, so people buying houses around the area would have known it was unlikely to remain a green for long. There was also another green area on the other side of the road, and in view of the public benefit which would be gained from a surgery/health centre in this area, the Committee was minded to approve the application. RESOLVED
That application W796/25 be referred by motion to the Planning and Transportation Committee with a recommendation of approval.
