Application for partial redevelopment to form flats and student training rooms.

The Director of Planning and Building Control reported that this development would provide three two-bedroomed units with shared facilities. The tenants would be resident for periods of up to a year and would undertake training on site as a condition of their tenancy. The Director recommended approval of the project, with a legal agreement restricting the type of occupancy.

Members felt that this type of development would not normally be allowed in such an area, close to a large supermarket and recycling centre, and that an exception should not be made in this case. There were also existing parking problems in London Road which could only be made worse.

RESOLVED

That planning permission be refused to application W4516/3.
