The report of the Director of Planning and Building Control considered the merits of the continued use of the above property as a house in multiple occupation, and concluded that temporary planning permission should be granted, as the use appeared to be acceptable. The Director also considered that an appropriate layout should be agreed between the applicant and the Housing and Environmental Services Department, in order to comply with the Council's Registration Scheme.
The report of the Director of Housing and Environmental Services was superseded by a revised report circulated at the meeting. The Director considered that should the Panel be minded to approve the application, fire precautions and eating facilities needed to be addressed to meet the Council's adopted standards. A negligible amount of work was required to achieve existing fire safety regulations. Regarding the eating facilities, currently there was just one large kitchen on the ground floor. However, the desired scenario of a kitchen in each unit would result in the floor space standard of 13 square metres not being achieved in some of the units.
The Director of Planning and Building Control reminded members that there were 14 rooms for occupation at the property. If the building was restricted to ten units of accommodation, some rooms could be utilised into two-roomed units to meet the adopted standards. Another issue was the rear gate to the property, which allowed access to the rear passage to properties in Oxford Road. Those residents had asked at the site meeting that the gate be removed or kept locked to prevent untimely comings and goings. The applicant had agreed to this.
RESOLVED
1. That planning permission be granted to application W3780/9 for a period of five years, subject to appropriate conditions including:
(a) the property being limited to ten units of accommodation, each meeting the Housing and Environmental Services Department's adopted standards;
(b) the provision of kitchen facilities in each unit;
(c) the locking/removal of the rear gate to the property and consequent re-siting of the refuse facilities.
2. That the question of registration be considered in the normal manner and the adopted standards be applied in full.
