V26-1433 : "GREEN BOOK" EMPLOYEES - PAY NEGOTIATIONS 1999

The report of the Director of Central Services gave an update on pay negotiations for 1999. Following rejection of the initial offer of 2% in early February, the Employers' Side had made a 2.75% offer to take effect from 1 April to run for twelve months. The unions rejected the offer and considered that arbitration would be their best option. They were now consulting their constituent branches, and while that process was under way conciliation, which was the normal precursor to arbitration, would take place.

The Employers believed they had no mandate to go further than 2.75%, and indeed were very conscious that their offer, while it reflected the median affordability position, was in advance of what many local authorities had indicated they could afford in the consultation.

RECOMMENDED

That the report of the Director of Central Services concerning Green Book employees pay negotiations for 1999 be received, and that a further report on the outcome of the conciliation, and if appropriate arbitration, be made to the next meeting of the Sub- Committee.
