Application for change of use to workshop to form separate, non-food shop extension to existing shop.

The report of the Director of Planning and Building Control advised that a site visit had recently taken place at the above. The site currently comprised a car salesroom, vehicle repair workshops, fuel forecourt and convenience goods shop. The application sought to extend the convenience goods shop into part of the repair workshop, and to provide an entirely new non-food retail unit. The convenience store would continue to operate in its current form, and the operation of petrol pumps on the forecourt would continue. It was anticipated that 20 jobs could be created by the proposal.

The existing access points would be used, with four disabled parking spaces at the front of the premises, 28 parking spaces to the side and rear of the building and five staff parking spaces. At the site visit the County expressed the view that the proposal should involve a separate entrance and exit, and that in addition to the shortfall in parking spaces that circulation and loading areas within the site needed to be reassessed. The County Surveyor had expressed concern over the additional traffic that may be generated by the proposal in excess of that currently associated with the site, and advised that 58 car parking spaces were required for the food and non-food element, with three recommended for petrol pump staff plus one lorry space.

The applicant's agent had stated that typically elsewhere this type of development provided on site parking for 20-25 cars. He felt the standard had been harshly applied and could be recalculated as many visits would be dual trips, with the purpose of using the petrol pumps and convenience store, giving a requirement of 47 spaces. The Highway Officer agreed that the car parking requirements represented a worst case scenario as the units as proposed were an unknown quantity in the area, and his number covered all eventualities. In addition, a two foot high wall was now to be built at the front of the site to assist the `one-way flow'.

The Director recommended approval subject to the recommendation of the Highway Authority on access grounds, satisfactory on-site parking and hours of operation.

RESOLVED

That planning permission be granted to application W2258/10, subject to the recommendation of the Highway Authority on access grounds, satisfactory on-site parking and hours of operation.
