Application to construct two detached dwellings and garages.

The report of the Director of Planning and Building Control reminded members that the Committee had rejected a number of previous schemes for the above site, arguing that a large Edwardian style single building was needed to fit in with the established character of the area. Subsequently, a Georgian style pair of semi-detached houses were approved in March 1998 taking their design theme from the adjoining childrens home.

The applicant now argued, however, that the new proposal for two individual houses would be more suited to the site, as this would continue the street scene without cramping, and give a feeling of space around existing properties. The proposed layout was, however, in tandem form and a substantial two storey dwelling would be sited on the highest part of the plot in a backland position. Such a layout would have the inherent disadvantages of long and inconvenient access, and intrusion into privacy. The applicant had attempted to meet the privacy arguments by re-siting both dwellings at right angles to the road. In the case of the rear property, this would create overlooking from first floor windows to the adjoining properties north and south, and would produce a dominant ridge line seen from the north. The frontage property would, on the revised scheme, present a blank gable end to the road, at odds with the street scene.

Negotiations with the applicant had overcome some of the drawbacks of the proposal, but had failed to produce a scheme worthy of the site. The recommendation of the Director was for refusal by reason of backland development and failure to preserve or enhance the Conservation Area. The Committee noted that work had already commenced at the access to the site.

RESOLVED

That planning permission be refused to application W16520/5.
