LAND AT RIVERSIDE ROAD, LOWESTOFT

Application for demolition of existing buildings, redevelopment for B1 (light industrial), B2 (general industrial), B8 (storage) and car showroom uses. Refurbishment of existing building, renewal and reinforcement of quay walls and provision of new roads, infrastructure and services.

The report of the Director of Planning and Building Control outlined the above application, the main purpose of which was to construct the framework infrastructure for new or relocated industry, warehousing and car showrooms, to gradually redevelop the former canning factory site. This would consist of new spur roads off an improved Riverside Road, important strengthening of the quays and undergrounding of utility services. The demolition work, would enable much better sight lines at the main junction with Waveney Drive.

This was a much welcomed Government investment in Waveney with the possibility of up to 450 jobs when the site was fully developed. In line with the view of one resident who had written, asking for light industry only along the Waveney Drive frontage, it was agreed that the front layer of the redevelopment sites, should be compatible with nearby housing and therefore be limited to Class B1 (light industry or offices) or car sales use.

The Director recommended approval subject to the conditions reserving details of all buildings, boundary treatments and landscaping of the main frontages, removal of permitted development rights for the car showrooms to change to general retail without consent and no direct access to the A146.

RESOLVED

That planning permission be granted to application W5669/27, subject to:

(i) full details of all new buildings, car parking, servicing, landscaping and boundary enclosures being provided;
(ii) the Waveney Drive frontage area to be limited to B1 uses;
(iii) completion of at least the improved main road junction before other development commenced;
(iv) removal of permitted development rights for car showrooms to change to general retail use (Class A1) without consent;
(v) no direct access to the A146 to be permitted.
