Application for new inlet works and transfer pumping station.
The report of the Director of Planning and Building Control advised that the new Ness Point preliminary treatment centre was one of the three main elements in the proposed sewage treatment scheme for the Lowestoft area, required by a European directive to be operational by the end of 2000. Irrespective of the location of the proposed waste water treatment centre, an enlarged and improved preliminary treatment centre at Ness Point was needed. The redevelopment would include a large inlet works building, the design of which was simple and respected the natural elements of the marine environment. Three other buildings were proposed to the east and north of the main one, including a 12.5 metre high outfall tower, which would be painted white and have an angled cut-off top. It would also function as a sheltered public viewpoint, looking out to sea, with seating around the curve of the tower under a projecting glass canopy.
It was important to ensure that smell would not be a future problem at the site, and a full odour control system would be incorporated. The Director recommended that permission be granted subject to conditions.
Members were concerned with the plain southern elevation aspect of the large new building in relation to the nearby Ness Point and its aspirations as a tourist destination. It was felt that such an elevation could only be improved by an appropriate mural painted on it. RESOLVED
That Suffolk County Council be informed that this Council raises no objection to the grant of planning permission to application W17213, subject to:
(i) the odour control system performing such that no air is output from the works which contains more than the levels of hydrogen sulphide advised by the Council's consultant;
(ii) safeguards to ensure that odour nuisance cannot be caused by human error, through provision of fully automatic airlocks at all doors and complete sealing of all containers used, for example, to remove detritus from the site;
(iii) exploration of the possibility of a mural on the southern elevation of the main building, as an additional enhancement to Ness Point as a tourist destination, and that by means of a planning agreement, the applicant also funds a significant public art contribution to the site and its surroundings.
