V26-1409 : W14372/7 - CHURCH FARM, HALESWORTH

Application for proposed residential development of 83 dwellings and garages, through road, construction of soak lake and roadworks to Dukes Drive.

The report of the Director of Planning and Building Control reminded members that a site meeting had recently taken place at the above. The application fell within land which was identified in the Church Farm Development Brief for residential development. 32 objections had been received mainly concerned with highways matters. The Town Council recommended approval subject to conditions. Additional objections included in letters received following publication of the agenda were reported, with regard to flooding to the north of Chediston Street and heavy goods vehicle traffic on the B1123.

The Director felt that the scheme was at a relatively low density and had been well designed, with a good variety of dwelling types and would include provision of open space. The proposed through road would create an attractive avenue serving the development, and would alleviate traffic problems on Chediston Street. He recommended approval subject to appropriate planning conditions and the completion of a Section 106 Agreement.

Members had concerns with the junctions of the development's new link road with both Chediston Street and London Road. In the case of Chediston Street members felt it needed to be made more obvious that the new link road was to now become the preferred route into Halesworth. Subsequently, with the then extra anticipated volume of traffic, the junction with London Road needed to be safe for the increased volume of pedestrians the new development would bring. In both cases the advice of the County Surveyor was that the design of the new junctions was adequate, but members asked that the Director consult again with their concerns. With regard to flooding the Director was asked to ensure that the measures indicated were appropriate. He advised that the Environment Agency had confirmed this.

RESOLVED

That the Director of Planning and Building Control be given delegated authority to grant planning permission to application W14372/7, subject to re-consultation with the County Surveyors as regards the junctions of the new link road, and appropriate planning conditions on the development to include materials, landscaping and boundary treatment, and the successful completion of a Section 106 Agreement covering:

(i) play space and equipment;
(ii) phasing of the development;
(iii) assessment of traffic flows;
(iv) reference to claims against possible noise nuisance under appropriate legislation; (v) the completion of a planting licence between the Highway Authority and the Council's Director of Community Services with regard to street scene landscaping.
