V26-1399 : W17218 - 14/15 WAVENEY ROAD, LOWESTOFT
Application for change of use from offices to shop, creation of new shop front and rear porch extension.
The report of the Director of Planning and Building Control concerned the above proposal, which was to be used as an expansion to the applicant's current shop, Ananas and Dansk on Battery Green Road, and their warehouse facilities at Camp Road.
This part of Waveney Road was designated for office use, and was not part of the London Road North retail area. Concern had been raised with the applicant concerning the extensive alterations they wished to carry out at first floor level, as it was felt that the existing street scene should be retained. Operations from the front of the property, the A12, would be unacceptable, and access would be to the rear of the property via Suffolk Road, although this was very restrictive in width. The Highway Authority had no adverse comments, but the Council's own Highways Section had strong reservations about the suitability of the site.
The Director felt that introducing a sales use in an office area would create dangerous pedestrian movement outside the main retail area, and although he sympathised with the applicant's predicament he could not support the application.
RESOLVED
That planning permission be refused to application W17218.
