V26-1391 : W16413/2 AND /3 - LAND ADJOINING 2 BROOK COTTAGES, THE STREET,

ST MARGARET SOUTH ELMHAM

Application for construction of dwelling and garages, and listed building consent for construction of dwelling and garages, formation of new access and demolition of outbuilding.

The report of the Director of Planning and Building Control reminded members that a site meeting had recently taken place at the above. The application was for a house and garages in an infill gap in an otherwise built-up frontage, and the Parish Council and three nearby residents had objected on grounds including detrimental effect on the character of the village, crowded appearance, proximity of a listed building, disturbance to existing residents and drainage.

A number of questions arose at the site meeting and the Director was now able to give a response. Concerning the possibility of not being able to create a new driveway over the common land to the front of the site, the applicant had suggested using the existing driveway as a shared driveway to a double garage. This would cause unnecessary disturbance to neighbours. If the new driveway was to be constructed a turning area could just about be made at the top of the drive by moving the garage to the rear boundary. Concerning scale, if the new driveway was constructed the new property and its drive would completely fill the plot, even though the property had been scaled down by one metre in width.

The Director felt that The Saints had a dispersed and open character, and these gaps formed part of the character of the villages and should not necessarily be accepted as infill sites. There was a gradual and natural reduction of density towards the edge of the village, and the proposal would disrupt this established rhythm and harm the character of the village. The application would also harm the setting of the adjacent listed building and create disturbance to neighbours; the recommendation of the Director was for refusal.

RESOLVED

That planning permission and listed building consent be refused to applications W16413/2 and W16413/3 respectively.
