V26-1371 : DETR CONSULTATION PAPER - A NEW FINANCIAL FRAMEWORK FOR LOCAL

AUTHORITY HOUSING:RESOURCE ACCOUNTING IN THE HOUSING REVENUE ACCOUNT

The report of the Director of Central Services and the Director of Housing and Environmental Services commented on the above consultation paper issued by the Department of the Environment, Transport and the Regions (DETR). General and specific responses to the proposals were sought by 19 March 1999.

In addition to the report, the Director of Central Services circulated a summary of responses in five specific areas: Rebates; Incentives; Valuation; Timetable; and Single Capital Pot. It was agreed that this should form the basis of the response.

Members felt that the recently approved Stock Condition Survey should hopefully put Waveney ahead of schedule in relation to valuation of assets. Members also asked that the Council's response included their concern on the short period of time available for consultation on such a major issue.

RESOLVED

That the circulated summary of the report of the Director of Central Services and the Director of Housing and Environmental Services, and members' comments at the meeting, form the basis of the response to the DETR Paper "A New Financial Framework for Local Authority Housing: Resource Accounting in the Housing Revenue Account".
