V26-1369 : THE FOOD STANDARDS AGENCY - CONSULTATION PERIOD
The report of the Director of Housing and Environmental Services updated members on the content of draft legislation to introduce a Food Standards Agency, with particular reference to the impact of the Agency on food safety functions currently operated by Local Authorities. The closing date for comments was 24 March 1999.
The Director pointed out that the bill would remove the food safety role from the Ministry of Agriculture, Fisheries and Food, which was to be welcomed, as there was often a conflict of interest with the Ministry representing both manufacturing and retail aspects. Members were concerned with an across the board registration fee of £90, which it was felt should be based on turnover. It was also felt that minor users such as Women's Institutes, Village Halls and Tenants' Halls should be exempt. Members also considered that manufacturers should be licensed, otherwise retailers were paying for the cost of farming. It was felt that the adoption of the continental system of displaying such a licence in the windows of shops could be easily implemented. Finally, members asked that the Council's response included their concern on the short period of time available for consultation on such a major issue.
RESOLVED
That the Director of Housing and Environmental Services be given delegated authority to respond to the draft Food Standards Bill, including members comments made at the meeting.
