V26-1342 : CARBON MONOXIDE DETECTORS
The report of the Director of Housing and Environmental Services suggested that a programme to install Carbon Monoxide detectors could be planned in a similar way as a previous commitment to provide a smoke detector in every Council property. The detectors, to which a British Standard now applied, could be battery operated or hard wired, costing approximately £50 and £80 respectively to purchase and install. The initiative was suggested as Carbon monoxide poisoning caused many deaths each year. A tasteless and odourless gas, it could be generated by defective gas or solid fuel appliances, and was most common in defective open flue appliances.
Deaths in rented accommodation had generated national publicity, with landlords facing criminal as well as civil prosecution. Although the Council ensured the annual servicing of heating appliances in all Council properties this had proved no defence from prosecutions by the Health and Safety Executive in recently reported cases. The Director highlighted a recent case in Ipswich where a manslaughter appeal had been dismissed. There was now a need to move from prevention to detection.
RESOLVED
That a seven-year rolling programme be instigated to install hard wired Carbon Monoxide detectors to all Council owned properties.
