V26-1317 : QUESTIONS

Under Standing Order 1.6 Councillor J Winterton had submitted the following question:

"The January Community Services Committee agreed to allow the motor cycle event, `Headlights on `99', to take place at Dip Farm with reservations on noise and a commitment to notify residents who might be affected. Leaflets have been distributed over a limited area by the Event Organiser. I would like an assurance that distribution will be made to a wider area, approximately to Clover Way.

It was agreed that noise should be kept under control. Codes of Practice on noise have been compiled by the Environmental Health Officers Association and issued by the Noise Council. The code `Noise from organised off-road motor cycle sports events' and that covering outdoor musical events should form the basis for control. Particularly as this is a new event, I would like confirmation that the guidance in the codes will be followed."

The Chairman of the Committee gave the following reply:

"Letters have been distributed to houses directly backing on to Dip Farm, advising residents of the event and assuring them that any noise will be managed in accordance with advice from Council officers of the Environmental Health and Community Services departments. Two adults from each of these houses will be admitted to the event free of charge.

A wider letter distribution to residents in roads north of Clover Way will also be undertaken shortly, but no free admission will be offered to those residents.

The code of practice `Noise from organised off-road motor cycle sports', aimed at rally/motor cross sporting events, is not directly relevant to this event. The code of practice `Outdoor Musical Events' relates more to pop concerts and again is not considered relevant.

However, the underlying principles of both codes with regard to safety and noise control has been used in officer meetings with the organiser of the Headlights On Charity Motorcycle Show and he is complying fully with requirements.

The codes of practice referred to are not legally binding in the same way that statutory regulations are but are simply a tool for officers to ensure that reasonable steps are taken. However, in this instance, I am completely satisfied that the event is being managed by the organiser in such a way that noise nuisance will be kept to an absolute minimum. The proposed programme for the two days will NOT now feature live bands to avoid unnecessary conflict with the main purpose of the event, which is to bring a prestigious motorcycle show to this area for the first time and to raise money for the three charities.

For additional information:

(a) 50 on-site stewards will patrol the site;
(b) there will be two-way radio communication around the site among the stewards; (c) a security company will be employed;
(d) a PA system will be set to cover the site for lost children/public messages; (e) James Paget Hospital is providing & staffing the medical tent;
(f) public car parking is at Pleasurewood Hills for a Park & Ride service; (g) disabled parking only will be available at the site `car park';
(h) both Norfolk and Suffolk Police are involved in traffic management for the event."
