V26-1295 : ACQUISITION OF PAINTINGS BY THOMAS CHURCHYARD
The report of the Director of Community Services outlined an opportunity to purchase two water-colour paintings entitled `View at Lowestoft, Suffolk 1852' and `Lowestoft Church, Suffolk 1852' by Thomas Churchyard. Eastbourne Fine Arts, the sellers, had made first offer of the water-colours to Lowestoft due to their local historical relevance. Following negotiations with Eastbourne Fine Arts two options were offered: (i) meet the full valuation price of £1,440 inclusive, no VAT element; or (ii) pay £1,350 plus VAT of £236.25, the VAT being recoverable. To assist in determining future priorities for the acquisition of artworks, it was considered that a collecting policy should be produced which would provide a clear policy framework and give guidance when considering what types of artworks, subject matter, artists etc should be collected in the future on behalf of Lowestoft people.
RESOLVED
1. That two water-colour paintings by Thomas Churchyard be acquired at a cost of £1,350 plus VAT, to be met from the Lowestoft Porcelain and Arts Fund.
2. That the paintings be offered for temporary exhibition at the Lowestoft Museum at Broad House, subject to satisfactory environmental and security arrangements being in place for their well-being.
3. That a formal collecting policy to provide guidelines on future acquisition priorities be prepared, and a report presented to a future meeting.
