V26-1259 : MILLENNIUM SUB-COMMITTEE
The Committee considered the non-delegated minutes of the meetings of the Millennium Sub-Committee held on 23 September 1997 and 17 December 1998. The Committee agreed the adoption of these minutes subject to the deletion of recommendation 4 of item 3 from the minutes of 17 December1998.
The Millennium Sub-Committee had at its meeting on 17 December 1998 deferred consideration of Stephen Vince's landmark sculpture proposal to this Committee. The Committee considered that Mr. Vince had promoted the sculpture to the local media, 1rather than direct with the Council, and that the sculpture remained a concept owned by Mr. Vince and had little community support. Members expressed disappointment about the development of the sculpture which was initially based upon a standing herring but now seemed to resemble a rocket. The Committee also felt that the sculpture did not fit into its public art policy for Waveney, or promote a positive public image of Lowestoft. It was also agreed that the Chief Executive, in consultation with the Chairman, would provide a press statement stating the above views expressed by this Committee. RESOLVED
1. That the non-delegated minutes of the meeting of the Millennium Sub-Committee held on 23 September 1997 be adopted.
2. That the non-delegated minutes of the meeting of the Millennium Sub-Committee held on 17 December 1998 be adopted, with the exception of recommendation 4 of item 3. 3. That the Council does not support Stephen Vince's landmark sculpture proposal. (Councillor T. Carter declared an interest in the above item and left the room during the debate)
