Application for change of use to family entertainment complex.
The report of the Director of Planning and Building Control outlined a proposal to convert a former showroom and workshop into a family entertainment centre including a dance floor and bar with a small theatre. Objections had been received from local residents concerning noise disturbance and inadequate parking.

It was proposed to open the centre from 10am to 10pm every day of the week, with the theatre occasionally open until 12 midnight. Parking was extremely limited on the site, and the Highways Agency recommended that no parking be allowed on the site because of the potential danger of no turning room forcing cars to back onto the A12. They were also concerned at customers being dropped off at the front entrance.

The Director felt that the principle of the proposal was acceptable, as there were many nearby public car parks, and the application may contribute to the regeneration of the area. Noise restrictions would be put in place, and concerning parking, only staff parking would be allowed to the side of the premises, and the front would be bollarded off. He recommended approval subject to those conditions, and a restriction on the proposed uses only.

Members concurred with the recommendation, but were concerned that the childrens' play area was in close proximity to the bar, and asked that this be addressed. They also felt that opening hours should be the same as licensing hours, ie 11am to 11pm. Any extensions for productions in the theatre should be applied for as they arose.

RESOLVED

That planning permission be granted to application W3773/8, subject to conditions including:

(i) Noise restrictions
(ii) Side car park to be used for staff parking only
(iii) Front parking area to be bollarded off
(iv) Permission limited to proposed uses only
(v) Proximity of bar to childrens play area to be addressed
(vi) Opening hours to be restricted to licensing hours, ie 11am to 11pm
