V26-121 : THE HARBOUR WARD AREA - AVAILABILITY OF GRANT AID
As Harbour Ward had many problems of deprivation similar to Kirkley Ward, the report of the Director of Housing and Environmental Services dealt with the payment of Discretionary Housing Grants in respect of properties in the Harbour Ward area. It identified that although there were funds available to pay such grants, the Council's existing policies in relation to the payment of Discretionary Grants were restricted to the approval of applications.
The report accordingly recommended the adoption of the policy for Harbour Ward presently in use in the Kirkley Regeneration Initiative Area, in relation to applications for the payment of Discretionary Grants.
RESOLVED
1. That the existing Council policy in relation to payment of Discretionary Housing Grants should not apply to applications in respect of any property within the Harbour Ward area.
2. That any application in respect of property within the Harbour Ward area be delegated to the Director of Housing and Environmental Services to determine, the relevant criteria being means testing, and the extent to which the application satisfies the requirements and objectives of the Housing Grants Regime. 3. That landlords of property which is let, and thus not owner/occupied within the Harbour Ward area be invited to apply for Discretionary Housing Grants on the basis that:
(a) in general terms, only applications which will assist with the conversion of property from single unit accommodation to self contained flats or other suitable forms of family accommodation will be considered. All applications shall meet the requirements and objectives of the Housing Grants Regime and the Financial Subsidy Regulations.
(b) any application from a landlord to be referred to the Housing Sub Committee for consideration and determination.
4. That any applications in respect of properties adjoining the Harbour Ward Area be referred to the Housing Sub Committee for consideration and determination on a case by case basis.
5. That the new policy be monitored along with the one adopted for the Kirkley Regeneration Initiative Area and then be reviewed by no later than 31 October 1998.
