Application to install rooflights above garage and erection of a conservatory. The report of the Director of Planning and Building Control reminded members that planning consent to construct the above house, conservatory and attached double garage was approved following a site visit in June 1998. Approval was subject to a reduction in the size of the dwelling by 10%. The property was now under construction, and the current proposal was to insert two rooflights into the roof of the double garage, which had been moved to the north-east roof slope to avoid overlooking, and the addition of a 3 metre diameter circular section to the corner of the approved conservatory with a conical roof 3.8 metres high. The conservatory did not increase the bulk of the main building and was not prejudicial to the character of the conservation area. The Director recommended approval. Members, however, felt that the conservatory increased the habitable floor area by 10%. The original approval had been a controversial application, and members felt that to approve the alterations would be to approve the original floor area of the dwelling. The Chief Executive advised that the application should be considered on its planning merits only, and members were minded to refuse the application on the grounds that the design was inappropriate for the setting, would have an impact on the common and would impinge on nearby buildings.
RESOLVED
That planning permission be refused to application W10081/7.
