ST MARGARET SOUTH ELMHAM
Application for the construction of a dwelling and garages and listed building consent for the construction of a dwelling and garages, formation of new access and demolition of outbuilding.
The report of the Director of Planning and Building Control concerned the above application to build a dwelling and garages in the garden to the side of a semi-detached cottage. Local Plan Policy V3 prohibited residential development in the District's smaller villages, except where it constituted the infilling of a small gap in an otherwise built-up frontage, provided that the character of the street scene was not harmed and that a damaging precedent was not set for cramming similar plots in the village.
The above proposal would split a spacious plot into two smaller ones, and the resulting increase in density would harm the character of the village. Disturbance and loss of privacy would affect adjoining residents, and if approved the proposed dwelling and its garages, driveways and parked cars would be harmful to the setting of the listed building. If the principle of building here was to be considered acceptable, a smaller dwelling should be designed.
Three nearby residents had objected to the proposal, as had the Parish Council, and the Director recommended refusal. Members, however, felt that as this was such a large plot it may be unwise to reject the application without a site visit.
RESOLVED
That a site visit be held at the location of applications W16413/2 and W16413/3, and attendance be authorised as an approved duty.
