Outline application to construct 12 dwellings.

The report of the Director of Planning and Building Control reminded members that at the meeting on 16 December 1998 a change of use from the EEB offices to builders yard at Mobbs Way Industrial Estate was approved. The applicants' intention was to sell the Waveney Crescent site for residential development in order to acquire funds to purchase the business at Mobbs Way.

The application was in outline form only for 12 two-storey, two-bedroom terraced dwellings for rent under the control of a Housing Association, facing onto a communal parking court at the front. There had been fifty letters of objection and a 167 signature petition for reasons including tenure, devaluation of property, traffic generation, security, privacy and disturbance. However, the site would be laid out in such a way as to minimise impact on neighbours, and the twelve new houses would generate less traffic than the current use. The concerns over tenure and devaluation of property were not valid planning objections.

The Director advised that as a brownfield site the principle of residential development was acceptable. Although a comparatively high density scheme, it had been designed to minimise impact on surrounding properties, and a similar density scheme had been constructed nearby in Victoria Road which achieved an acceptable street scene. Financial contribution towards off-site play equipment would be required, and subject to this and appropriate planning conditions the recommendation of the Director was for approval.

RESOLVED

That the Director of Planning and Building Control be given delegated authority to grant planning permission to application W3102/3, subject to appropriate planning conditions and the completion of a legal agreement to secure financial contributions towards off-site play equipment.
