UNAUTHORISED VEHICLE RECYCLING CENTRE
The report of the Director of Planning and Building Control reminded members that temporary permission W8843/7 was given for a vehicle repair, servicing and sales centre at the above until August 2000. The original applicant never moved to the site but a different tenant began to use it earlier this year. The use involved bringing in older Volvos for recycling of spares etc. as well as carrying out some repair work and sales. However, the recycling element seemed to dominate the site with cars packed in sardine fashion. Despite warnings, some have continued to be displayed for sale on the highway verge. There was no objection in principle to the above use, although there had been one recent complaint about general unsightliness. The massed cars were poorly screened as much of the roadside hedge had died back in recent years. It was felt that the recycling, which was almost scrapping, differed from the approved temporary use, and should have a consent with conditions of its own.
As an alternative to totally enforcing against the use itself, a "limited enforcement" action was advised. This would amount to defining and enforcing certain requirements, as if they were conditions. These would cover access standard, on-site parking/manoeuvring layout and discipline, hours of operation, hedge retention/ planting, specific consent for signs, and the building extension and caravan site office which had also been carried out. An application, however, had never been submitted.
RESOLVED
That the Chief Executive be authorised to serve Limited Enforcement and to take all pursuant action, to require details and implementation of improved access, parking, manoevring, specified operating hours, landscaping, regularisation of signage, building extensions, and the caravan office, at The Bungalow, Denmark Road, Lowestoft.
