Application for part change of use to beauty treatment room.
The report of the Director of Planning and Building Control outlined a proposal to use one upstairs bedroom at the above large, modern, detached house for a beauty treatment business. The house was at the end of a cul-de-sac in a small estate of similar houses, where the applicant lived with her parents, and would not be employing anyone. She wished to operate on an appointments only basis on Mondays, Wednesdays and Fridays, 10am to 3pm. The driveway of the house offered adequate off-street parking, and a condition could be imposed to ensure space in the driveway was reserved for customers. The Parish Council recommended refusal, while objections had been received from three neighbours, together with a petition signed by five nearby residents. The houses were large and well separated and the proposal was considered a minor change of use. The recommendation of the Director was for approval subject to conditions. RESOLVED
That planning permission, temporary for two years, be granted to application W17179, subject to the following conditions:
(a) the business to be operated only by the residential occupier;
(b) hours of opening to be 10am to 3pm Mondays, Wednesdays and Fridays; (c) no persons to be employed;
(d) approval for this specific use only;
(e) allocated car parking for customers and an appointment system.
