Application for change of use to retail.

The report of the Director of Planning and Building Control advised that the above application had been advertised as a departure to the Local Plan, affecting a Conservation Area, and affecting a Public Right of Way. Eight objections had been received concerning the lack of need for additional shopping, potential harm to the town centre, various parking and traffic problems, inappropriate use in a residential area and loss of mature trees. The Town Council recommended refusal.

Neither of the two layouts provided by the applicant appeared, from the limited information available, to be workable or acceptable. There would be a net shortfall of car parking provision rather than any expansion of existing facilities, and an unacceptable mixture of heavy goods and car traffic. No traffic impact assessment had been provided. Without elevational details the implications of the proposal upon the Conservation Area were uncertain, but it was clear that the rear elevations of large buildings built right up to Newgate, Fair Close and the Institute pathway would have an unavoidably dominant impact on the townscape and neighbour amenities. The Director recommended refusal.

RESOLVED

That planning permission be refused to application W8067/6.
