V26-1173 : W1357/1 - SOUTH STATION BUILDINGS, MARSH ROAD, OULTON BROAD

Application for change of use from upholsterers to craft shop and tearoom.

The report of the Director of Planning and Building Control advised that the above property was the former waiting room of the disused northern platform at Oulton Broad South railway station. It had been in commercial use for many years, but with little sign of intensive activity. The proposed use, if successful, would be likely to intensify the use of the very poor access via Marsh Road, contrary to the Broads Authority Policy OB3. This would be to the detriment of the locality, and the Director recommended refusal. The applicant stated that the main custom the venture was hoping to attract was from the nearby Broadland Holiday Village, whose traffic was already accounted for.

The local ward member was in agreement with the Director that no extra traffic should be brought into Marsh Road. However, other members felt that the craft shop was a relevant business in a holiday area. The access difficulties expressed by the Director were not so serious as to justify refusal, and there was also an existing shop located on the opposite side of the station which had even poorer access.

RESOLVED

That planning permission be granted to application W1357/1.
