V26-1169 : W5229/7 - LAND AT HOLST CLOSE, LOWESTOFT

Application for construction of 19 houses and extension to Holst Close.

The report of the Director of Planning and Building Control advised that previous applications on parts of this site had been refused on grounds of loss of play space and amenity area, potential highway danger and backland development, and no passing place provision on an existing access track and the impact on the amenities of several properties in Homefield Avenue. A site meeting had recently taken place.

The site was open scrubland bounded by Holst Close, Delius Close, Summerfield Gardens, Homefield Avenue and Long Road, formerly Homefield Nurseries, and therefore was to be regarded as a `brownfield' site. The proposed access from Holst Close would involve the loss of an informal open space and car parking area. The development of seven three- bedroom units and 12 two-bedroom units, would consist of four terraces and two pairs of semi-detached properties and associated car parking. The scheme included two smaller areas of open space to compensate for the loss of the open space at the western end of Holst Close.

Twenty-three objections and a petition of 31 names had been received, with the overriding factors being the loss of the open space at the end of Holst Close, loss of privacy and traffic/highway danger.

The scale of the development would have a significant impact, and part would give rise to overlooking. Access via Holst Close would result in the loss of a play area, but with a reduction of the density of the scheme it was hoped a more acceptable, centrally located replacement play area could be achieved. The loss of five car parking spaces and the additional traffic movements in Holst Close were also of concern as the character of the close would be changed to some extent. The Director concluded that the scale of the proposal was unacceptable, and recommended refusal.

Ward members were concerned that despite the level of objection, little dialogue had been forthcoming from the residents. As with the previous item, the development added to the sewage issue. Members considered there was scope for some development on the site, but the application as submitted was too dense. Any loss of the open space at the end of Holst Close needed to be fully compensated nearby in any revised application.

RESOLVED

That consideration of application W5229/7 be deferred for further negotiation with the applicant and consultation with the objectors on any revised scheme.
