V26-1149 : HOUSING REVENUE ACCOUNT BUDGET 1999/2000

The report of the Director of Central Services provided a draft revenue budget for the Housing Revenue Account. The 1998/1999 revised budget showed a net saving of £171k when allowance was made for expenditure brought forward from 1997/1998. The 1999/ 2000 budget showed a deficit of £325k before consideration of increases in rents and charges.

RESOLVED

That the Housing Revenue Account budget be approved, subject to the following changes in rents and charges:

(i) That the following revised weekly charges apply from 5 April 1999:

Grouped Homes Central Control Charge 2.70
Heating Charge 6.00
Wardens Charge 11.94
Other Services Charge 1.30

Caretaker Chapel Court 1.60
Dukes Head Street 2.40
St Peters Court 3.20
St Peters Street 2.40

Servicing of Heating Systems Electric CH systems 0.30
Gas CH systems 0.80
Gas Fires 0.40
Solid Fuel CH systems 1.10

(ii) That the following revised garage rents apply from 5 April 1999:

Garages let to Council Tenants 4.10
Other Garages 4.70 + VAT

(iii) That the rents for dwellings for 1999/2000 be based on the Gross Values at 31 March 1999, including improvements to that date, but further increases due to improvements during 1999/2000, be deferred to 3 April 2000.

(iv) That dwelling rents be increased from 5 April 1999 by an average of £1.05 per week and that the Gross Value Multiplier for 1999/2000 be 908%.
