V26-1140 : PUBLIC ENTERTAINMENT LICENCES - CONDITIONS
The report of the Chief Executive provided revised terms and conditions for the governing of Public Entertainment Licences, following a recent extensive review. A number of additions were circulated at the meeting.
In presenting his report the Chief Executive highlighted the new conditions relating to Door Supervisors and Attendants, the requirement to appoint a person to act in the absence of the licensee and importantly the general responsibilities of licensees in relation to fire safety and related matters.
The Chief Executive pointed out that owing to the new Door Steward and Attendant conditions it had been necessary to provide for two classes of licence. An A class licence for large entertainment venues and a B class licence for village halls, etc. Members fully supported the changes and felt it would be prudent to obtain comments from licence holders before introducing the new conditions for the 1999 renewal date. RESOLVED
1. That the revised terms and conditions for Public Entertainment Licences be agreed in principle.
2. That the revised terms and conditions be sent to all licence holders requesting comments within two weeks from the date of despatch.
3. That the Chief Executive, in consultation with the Chairman, be given delegated authority to adopt the revised conditions, and that they be attached to all new and renewed licences for 1999, subject to no substantial objections being received.
