V26-1115 : PUBLIC CONVENIENCE SERVICE REVIEW
The report of the Director of Community Services examined the criteria for the provision of public conveniences within the District and dealt with the issues which were deferred at a previous meeting.
The report identified areas where no facilities currently existed, and locations where improvement works could be implemented using funding from the Other Services Capital Programme. It also raised the issue of possible charging at attended facilities and offered other options for change.
Members felt that the policy of not charging for public conveniences should not be changed at present, and requested that a more thorough report on this subject be brought to a future meeting.
RESOLVED
1. That the opening times for the toilets at Blyburgate car park, Beccles be amended to 08.00 to 18.00 in winter, 08.00 to 20.00 in summer, and that the 24 hour facility be allocated to the Old Market, Beccles.
2. That the revised opening times for the toilets at Kirkley Cemetery of 08.00 to 18.00 in winter and 08.00 to 20.00 in summer be formally adopted.
3. That no further action be taken in respect of the toilet facilities at Saxon Road, Pakefield. 4. That approval be given to carry out refurbishment of the public conveniences at Sparrows Nest Park and Nicholas Everitt Park, Lowestoft; Harbour Road, Southwold and Town Park, Halesworth, over a three year period, such work to be funded from the Other Services Capital Programme.
5. That the current public convenience building at Fen Park be demolished and replaced with a disabled facility and unisex toilet at a cost of £12,000, funded from the 1998/99 Other Services Capital Programme.
6. That Corton Parish Council be consulted on its proposal that, for a trial period over the winter of 1999/00, the Bakers Score toilets be closed between 1 October 1999 and Easter 2000, and that the results of that trial be subsequently reported to the Committee.
7. That the existing policy made at minute V16-923/2.4 to not charge for the use of public conveniences within Waveney be reaffirmed, but that a report be brought to a future Committee outlining the practicalities and outcomes of changing the policy in more detail.
