V26-1016 : W1542/5 AND /6 - 34 BLYBURGATE, BECCLES

Application for change of use of ground floor to builders office and kitchen showroom with first floor flat and cottage to rear, and listed building consent for alterations to form office/showroom, flat and cottage.

The report of the Director of Planning and Building Control concerned the above Grade II listed building within the Beccles Conservation Area. A site visit had taken place to the building, which was located on the periphery of the town centre shopping area, fronting directly onto Blyburgate, which was one of the main traffic routes into the town. There was vehicular access to the rear from Blyburgate via a shared driveway between Nos. 32 and 34 Blyburgate.

The front part of the building was 18th Century, two storeys and an attic, with rendered brick exterior and pantiled roof. It had a partly timber-framed interior and some larger additions to the rear. It was originally a single dwelling, and had been empty and deteriorating for approximately five years prior to the works referred to in the application under consideration.

The proposal was to split the existing building into three units comprising rear cottage, first floor flat and ground floor builders office and showroom. The application was for retrospective consent for work already carried out.

Alterations already carried out to the listed building included removal of internal partitions and staircases, infilling a rear window and creating new rear doorways, demolition of rear additions, introduction of new internal doorway and lobby on ground floor and new internal studwork partitions to first floor and attic. All these alterations required listed building consent.

The Town Council recommended refusal.
The Director felt that the proposed use was acceptable, although conditions could be imposed to limit the commercial use of the former warehouse at the rear of the site. It was proposed that the unauthorised alterations to the listed building be the subject of prosecution action. The prospective tenant had offered to carry out the remedial works including the creation of a window recess to the rear elevation, replacing internal and external doors and rebuilding studwork across part of the ground floor showroom. Retrospective listed building consent could be granted on this basis.

RESOLVED

1. That planning permission be granted to application W1542/5, subject to limitations on use of the former warehouse to the rear of the site.

2. That listed building consent be granted to application W1542/6, subject to remedial works being carried out to include creating a window recess to the rear elevation, replacing internal and external doors and rebuilding studwork across part of the ground floor showroom.

3. That the Chief Executive be authorised to prosecute the owner of 34 Blyburgate, Beccles, for unauthorised alterations to the listed building.
