V26-1015 : W17151 AND /1 - /7 - MARSH FARM, HULVER ROAD, ELLOUGH

The report of the Director of Planning and Building Control advised that a site visit had taken place at the above location when revised plans were produced. The applications fell into four main categories and would be considered accordingly.

(a) W17151 and /1 - Application for alterations and extensions, and listed building consent for alterations and extensions.

The site consisted of a three storey 16th Century listed farmhouse and a range of outbuildings. The outbuildings were arranged in a square to form a central courtyard on the south side of the house. The main house faced north towards Hulver Road, but was set back along a farm drive. The original structure was timber framed with a crowstepped gable end, but much of the building had been encased in 19th Century brickwork. A full report was attached to the agenda, however several alterations had been made to the plans since that report was written. In particular, regarding the potential for flooding, the Environment Agency's prediction was that the area was likely to flood to 7« metres once every 100 years. This was not a reason to refuse the application, although the floors of the buildings would need to be raised by 12 to 18 inches, which would affect design where two floors were required.

The Director was happy with the changes to the courtyard, with the exception of a thatched dormer which would be deleted from the scheme. Regarding the freestanding swimming pool building, the form of this had been simplified. The building would consist of dark stained weatherboarding with a dark pantiled roof. As the building would be surrounded by hedges it would not be conspicuous in the open landscape. The porch to the rear of the house had been replaced by a simple door and canopy.

The Director recommended approval and listed building consent, subject to the scheme being amended as described.

RESOLVED

1. That planning permission and listed building consent be granted to applications W17151 and W17151/1 respectively, and that the Director of Planning and Building Control be given delegated authority to agree final detailing.

(b) W17151/2 and /3 - Application for conversion of Barn 2 to residential, and listed building consent for conversion of Barn 2 to residential.

Barn 2 was in the south-east corner of the complex of buildings at Marsh Farm. The existing building was a brick structure with a thatched roof. There was a projecting gable and lean-to on the east side, and a large shallow-pitched modern lean-to on the west side. As indicated earlier a full report had been written, and the Director advised of changes.

Consultation was ongoing with the Conservation Officer regarding floor levels. The raised ground floor would reduce headroom to the first floor, and the plans now showed the first floor to be in the middle of the barn, with open areas and galleries over the living room and dining room. The first floor accommodation would consist of two bedrooms, lit by rooflights. The bathroom would be in the top of the small east gable, although this would necessitate the removal of a beam. The Conservation Officer felt that a better solution would be to have the bedrooms at one end of the barn and the whole of the south side open.

Windows had been reduced, but were still quite significant. Instead of replacing the tin building it could possibly be sited to the other end with windows looking onto the courtyard rather than outside it. Windows to the south had been deleted, and if the first floor was moved to one end of the barn some first floor windows could also be deleted.

The Director recommended approval, subject to reduction in window openings and reassessment of internal layout. Members felt that as there were so many details yet to be decided which included important elements of the application, it would be preferable to defer the application until further negotiation had taken place.

RESOLVED

2. That consideration of applications W17151/2 and W17151/3 be deferred for further negotiation on detail.

(c) W17151/4 and /5 - Application for conversion of Barn 1 to residential, and listed building consent for conversion of Barn 1 to residential.

Barn 1 was in the south-west corner of the complex of buildings at Marsh Farm. The proposed conversion would include three farm buildings, the principal one being a substantial, timber-framed and thatched barn with a lean-to at its northern end. A brick and pantiled cattle shed and cart shed were attached at right angles to the north and south ends of the barn, such that a square courtyard was formed on the east side of the barn. The Director reported that the outside of the barn on the plans looked too domesticated and should be more rustic-looking. The first floor layout also needed further consulation. He recommended refusal, but indicated that support may be given to a revised scheme as indicated.

Members felt similarly towards the application as they did for Barn 2, and as there were so many details yet to be decided deferral for further negotiation was preferable.

RESOLVED

3. That consideration of applications W17151/4 and W17151/5 be deferred for further negotiation on detail.

(d) W17151/6 and /7 - Application for conversion of cart shed to residential and listed building consent for conversion of cart shed to residential.

The cart shed was situated at the western side of the complex of buildings at Marsh Farm. It consisted of a 1« storey brick, timber and pantiled structure including an outshot roof on the west side.

The design of this building had been agreed, however there was still a question as to whether part of the building should be used for garaging. The Director recommended refusal, with delegated authority to approve a revised scheme including a Section 106 Agreement restricting the building to use in association with the main house. Members wished to defer the applications.

RESOLVED

4. That consideration of applications W17151/6 and W17151/7 be deferred for further negotiation on detail.
