V26-1014 : W14061/1 - LAND OFF PRIORY LANE, BUNGAY
Application for residential development.
The report of the Director of Planning and Building Control reminded members that minute V26-833 had given the Director delegated authority to grant planning permission to the above application, subject to no further issues arising from reconsultation, and the approval of Bungay Town Council. The scheme, which had been completely revised, had been considered by the Town Council and its previous recommendation of refusal was unchanged. Three further letters had been received from neighbours making suggestions for improvement.
The revised proposal was to construct a total of nine residential units, including a six bedroom foyer which would provide short term accommodation and life skills training for young adults. All units would be offered for rent and managed by a Housing Association. The Town Council's concern was mainly that the area was characterised by low buildings. The only potential solution to overcome this concern would be the removal of one unit, making each of the others wider and thereby lowering roof height. However, this compromise would not necessarily satisfy them, and could mean loss of Housing Association funding if one unit was lost.
The Director felt that the revised scheme, which included a terrace of houses which maintained the street scene in the Conservation Area, would minimise interruptions to the transition between the built-up town centre and the open Castle Hills. All of the buildings on the rising land at the rear of the site would be single storey, and those facing south would be located away from the boundary and finished with hipped roofs to reduce any impact upon residents in Quaves Lane. The public aspect would consist of steeply pitched gables. The applicants were also prepared to retain control of the access roadway which could therefore be more informal in appearance. They were also happy to extend the footpath in front of the terrace, via steps, to connect with the public footpath at the end. Car parking provision, although six spaces short of the full County standard, was considered to be sufficient given the special character of the site and the intended use. The recommendation of the Director was for approval.
